非洲國家肯亞，首都奈洛比(Nairobi)的購物中心，在當地時間21日發生一起槍擊案，據最新外電報導，目前已經造成39人死亡、150人受傷的慘劇。外傳共有15至18名的槍手，歹徒持續挾持人質，在奈洛比的西門精典限量購物中心（Westgate Mall）和軍警對峙。
稍早肯亞總統甘耶達（Uhuru Muigai Kenyatta）透過電視發表演說，奈洛比的槍擊事件造成至少39人死亡、150人受傷，當中還包括他的親人。根據外媒報導，發動攻擊的與蓋達組織(Al Qaeda)掛鉤的索馬利亞激進團體青年黨(Shebab)，他們也坦承犯案，並且態度強硬地表示，絕不會協商讓步。
甘耶達表示，肯亞「以往曾克服恐怖分子攻擊，我們將會再度擊敗他們」，還告訴全國人民，他本人「也在西門（Westgate）購物中心遇襲事件中痛失親人」。他譴責恐怖主義是「懦夫的哲學」。
這起重大傷亡事件，法國當局證實有2名法國公民，不幸在這場槍擊案罹難，美國也有多位公民在此案受傷。目前肯亞方面出動軍警前往和歹徒對峙，甘耶達表示「他們意圖在我國引發恐懼和沮喪，但我們不會被嚇唬到。」並誓言逮捕這些涉案人員。

立法院長涉關說案引爆監聽疑雲，民進黨立委管碧玲調閱相關資料分析，24日發出新聞稿質疑特偵組偵查90萬元之監聽方式不符常理；「特他61號案」之監聽在102年5月24日就結束，為何卻持續以此監聽民進黨團總召柯建銘；而且監聽柯建銘其實與「特他61號」的偵辦無關。
關於違法監聽疑點，管碧玲分析的相關案件包括：一、高院法官集體貪汙案（民國99年11月18日特偵組偵查終結，起訴法官李春地、陳榮和等人）。二、陳榮和90萬元案（100年特他字第61號，100年11月8日簽分偵查，101年3月21日開始監聽）。三、柯建銘假釋關說貪汙疑案（特他61案哪裡買監聽時發現，時間不詳）。四、柯建銘與王金平通聯（監聽柯建銘時截錄）。五、王金平與陳守煌、曾勇夫通聯。
根據管碧玲所揭露得資訊顯示，監聽模式包括：一、立案聲監：以偵辦案件號，由特偵組以「聲監字」向法院聲請，法院以「聲監字」核准。二、延長續監：原案由特偵組以「聲監字」向法院聲請延長，法院以「聲監續字」核准。（依通訊保障及監察法第12條，監聽期間每次不得逾30日，續監應於屆滿前2日提出）。三、擴線另監：由特偵組原案聲監字號及另以「聲監字」，向法院提出聲請，法院以「聲監字」核准該擴線案。
以下是管碧玲所提「三大疑點」，指特偵組前後矛盾及顯涉說謊。
第一：偵查90萬元之監聽方式不符常理？
★法官貪污案偵結1年後又簽分他案查90萬？
法官集體貪污案特偵組於99年7月12日搜索時發現90萬，99年11月18日偵查終結起訴，卻遲隔了將近一年後，至100年11月8日簽分他案（即100年特他字第61號）偵辦，有違常理。
★查90萬元竟要持續監聽近18個月（一年半）？
依據法務部資料，100年特他61號之監聽，自101年3月21日開始。如以法務部稱特他61號「係於102年9月5日以全案查無實據簽結」，則追查此僅90萬元之來源，竟持續不中斷地連續監聽533天，超乎異常。
★特他61號的監聽真是為了追查90萬？
特偵組9月6日新聞稿「該90萬之來源，被告陳榮和供述前後不一...乃另行簽分100年度特他字第61號繼續偵察」。
查陳榮和乃於99年7月14日收押，至100年1月28日交保，如為追查該90萬，則監聽應於交保後即開始，為何交保10個月後，遲至100年11月8日才簽分特他61？又為何更遲至101年3月21日才開始監聽？
